Historical Note

The Wyoming County Commissioners Association (WCCA), founded in 1976, consisted of the Boards of County Commissioners in all 23 Wyoming counties. The purpose of WCCA was to provide a means of cooperation, ideas exchange, and state representation for the counties of Wyoming. The WCCA collaborated with the Wyoming State Legislature and other state agencies, as well as relevant federal agencies, on local government issues. Work of the WCCA was coordinated by an executive director.

Content Description

The collection consists of WCCA organizational materials, proceedings from meetings, issue files, and materials relating to multi-year Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant programs to achieve state compliance with the Juvenile Justice and Delinquency Prevention Act.

The files pertaining to WCCA operations consist of founding and governance documents; correspondence and memos between county commissioners, WCCA staff, legislators, and staff members of various state-based and regional organizations; outreach materials (newsletters, web page); participatory materials with the National Association of Counties (NACo); iterations of the county commissioner handbook; commissioner photographs; and financial records.

Files regarding WCCA meetings contain agendas, minutes, background information on current issues, legislative priorities, and cassette-taped recordings of meeting sessions.

Issue files include correspondence, reports, news clippings, memos, instructional manuals, presentations, and audiovisual materials regarding immediate and ongoing issues to be addressed within Wyoming state and local government, including taxation, revenue estimating, road construction and maintenance, economic development, public health and safety, and social issues. These files document WCCA's interactions with entities at the local, state, regional, and federal levels, in particular the Wyoming Legislature, the Bureau of Land Management and the U.S. Forest Service.

The juvenile justice grant materials include correspondence, memos, financial documents, instructional manuals, and reports detailing WCCA’s involvement in OJJDP grant programs.
