Historical Note
The University of Washington Rules Coordination Office was responsible for coordinating rules for the Washington Administrative Code (WAC), overseeing the Administrative Policy Statements website, and producing UW Reference Sets for numerous campus locations, including the UW Libraries, Visitors Information Center, and offices of deans, vice provosts, vice presidents, and other UW administrators. Reference Sets consist of the UW Washington Administrative Code rules, the University of Washington Handbook, and administrative policy statements.
The functions of the office originated in 1968 with the Operations Manual project, which was assigned to the Management Systems Dept. by the UW President's Office. The project was placed in 1970 under the direction of the Records Management Office, and in 1971 the responsibility for overseeing the Operations Manual as well as the Reference Station System moved to the newly formed Documents and Procedures Office. Following a merger with Forms Management in 1984, the title was changed to Forms and Procedures Office on May 24, 1985. The Forms and Procedures Office was reorganized in July 1990, at which time the Reference Stations Management Office was formed, with the Forms Management Office operating as a separate unit. About the same time, the Rules Coordination Office was formed in response to the Administrative Procedures Act of 1989. The Rules Coordination Office's functions were incorporated into the Reference Stations Management Office in August 1993, and in January 1996 the Reference Stations Management Office became the Administrative Procedures Office. On January 1, 2004, oversight of the unit was moved from University Relations to the Vice Provost and the office's name was changed to Rules Coordination Office. Oversight of the Rules Coordination Office moved to again to the President's Office in March of 2006.

Records document the activities of the University of Washington Rules Coordination Office, including the coordination of rule-making for the Washington Administrative Code (WAC) and the production of UW Reference Sets for various campus locations. The records include correspondence, reports, minutes, agendas, manuals, historical information, and publications.

Accession No. 04-040: University of Washington Administrative Procedures Office records, 1968-2003
23.00 cubic feet of material, including textual materials and sound cassettes (23 boxes)Scope and Content: The bulk of these records is made up of files relating to revisions of the UW Operations Manual and publications that were part of the Reference Station system. Amendments to Title 478 of the Washington Administrative Code make up another series. The WAC and UW Operations Manual series do not contain complete sets of the documents. General, intradepartmental, and interdepartmental correspondence documents the origins of the Reference Station system as well as significant changes in the office over time. Subject series include information regarding the development of the Reference Station system as well as material related to articles in University Week that covered updates to the Reference Stations. Other series document the operations of the office. Originally received as chronological "Historical Files," the operational records were reorganized according to format in order to faciliate use. The files include meeting minutes, agendas and notes prepared for meetings, drafts of documents and reports, and manuals and other documents relating to procedures of the office.

Washington Administrative Code
Scope and Content: The Rules Coordination unit was begun with the Administrative Procedures Act legislation, which was enacted July 1, 1989. WAC rule making files previous to this date were maintained by the Attorney General's Office, and copies of the final Rule Making Orders were provided to the UW for publication purposes. Records in this series include files from before and after the legislation was enacted.
Rules were amended at various levels: a chapter at a time, a single rule (WAC section) at a time, or any combination of sections within several chapters at a time, such as housekeeping changes throughout the whole of Title 478 WAC. Consequently, rule files would still be considered "active" if any single rule within the sections and/or chapters in the file had not been superseded six years previously.
Some files contain audiocassettes.

Scope and Content: This series contains all changes and revisions to the Operations Manual, organized by section of the manual, made through 1999, after which the Operations Manual ceased. It was succeeded in part by Administrative Policy Statements (published online and on paper). Other administrative procedures previously documented in the Operations Manual have moved online (published by individual departments) or ceased altogether.
