Historical Note

Media Services was formed in 1976 with the consolidation of the departments of Instructional Media Services, Instructional Television, KUED-TV, and KUER-FM into one organization. It underwent further expansion with the establishment of the State Educational Telecommunications Operations Center (SETOC) in 1984 and of KULC-Channel 9 in 1986. SETOC's mission was to provide quality telecommunications and support services to educational and state government institutions, set operational and technical standards, plan system development, advise policy makers on telecommunications issues, and insure that SETOC users would have quality telecommunications systems that would meet their needs. SETOC implemented its mission through coordinating the efforts of KUED-TV, KULC-TV, Utah's Statewide Microwave System (EDNET),and the Instructional Fixed Services network (ITFS). In 1987, Media Services underwent further reorganization with the creation of the Department of Learning Services which combined the educational activities of KUED and SETOC for the development of college-credit telecourses, coordination of daytime K-12 instructional television, development of high school and college level simulcourses, continuing medical education, teleconferences, in-service training, and other educational services that were broadcast over KUED, KULC, EDNET, and ITFS. In 1991, SETOC was renamed the Utah Education Network (UEN) as a partnership of higher education, state government, and private business and industry to provide instructional and informational services through the states educational technology system EDNET, ITFS, satellite, and KULC-TV; program the school day schedule of KUED-TV in cooperation with the Utah Network for Instructional Television (UNIT); and support the internet-based UtahLink data network.
