Kelly S. Davis was an attorney from Cheyenne, Wyoming, who specialized in estate planning and elder law. He began practicing law in 1979 after earning a law degree from the University of Wyoming College of Law. Davis focused on legal issues affecting seniors, individuals with disabilities, and their families. He played a key role in drafting Wyoming’s first-party and third-party Special Needs Pooled Trusts and served for over a decade on the Board of Directors of the Wyoming Guardianship Corporation. His advocacy extended to policy work, including his role in the adoption of the Uniform Power of Attorney Act in 2017 and the development of the Wyoming Provider Order of Life-Sustaining Treatment (POLST) in 2014. Davis was actively involved in professional organizations, including the National Academy of Elder Law Attorneys and the Academy of Special Needs Planners, and chaired the Wyoming State Bar’s Estate Planning, Elder Law, Trust, and Probate Section. His wife Monica Asher-Davis was a teacher for eighteen years and raised in Cheyenne. She attended both Colorado State University and the University of Wyoming. Both shared an interest in preserving Cheyenne and Wyoming history.
