Historical Note
In 1907, the USRS separated from the USGS to become an independent bureau within the Department of the Interior. USRS was renamed the Bureau of Reclamation in 1923. Then, in 1924, the Fact Finder’s Act began major adjustments to the basic Reclamation program. Ellwood Mead, one of the members of the Fact Finder’s Commission, was appointed Commissioner of Reclamation in 1924. In 1928 Congress authorized the Boulder Canyon Project (Hoover Dam), and for the first time, large appropriations began to flow to Reclamation from the general funds of the United States. During the Great Depression, Congress authorized almost 40 projects, one of which was the Colorado-Big Thompson Project in Colorado.
