Historical Note

William Perry Pendley (1945-) was an attorney and Deputy Assistant Secretary for Energy and Minerals at the U.S. Department of the Interior. He was raised in Cheyenne, Wyoming, and educated at George Washington University and University of Wyoming Law School, where he also served as senior editor of "Land and Water Law Review." Pendley served as an attorney to Senator Clifford B. Hansen (R-Wyoming), and to the U.S. House Interior and Insular Affairs Committee. During the Reagan Administration, he was Deputy Assistant Secretary for Energy and Minerals of the U.S. Department of the Interior under James Watt. Afterwards, he was a consultant to John F. Lehman, former U.S. Secretary of the Navy. He returned to the western United States in 1989 and served as president and chief legal officer of Mountain States Legal Foundation in Lakewood, Colorado.
