Missoula City Local Government Study Commission Records, 1995-2006

The Montana Constitution requires that counties and incorporated cities poll their citizens every ten years asking if citizens would like to review their form of government. The members of the Missoula City Local Government Study Commission (LGSC) were elected in November of 2004 (thereafter some members were appointed as replacements) and issued their final report in August of 2006. The purpose of a Study Commission, as defined in state law, is "to study the existing form and powers of a local government and procedures for delivery of local government services and to compare them with other forms available under the laws of the state." After completing its research, a Study Commission must issue a report to the voters which may: 1) recommend no change; 2) propose amendment(s) to the existing form of government; 3) offer an alternative form of government; 4) recommend City-County consolidation; or 5) recommend dis-incorporation.
