Mark Edward Petersen was born on 7 November 1900 in Salt Lake City, Utah, to Christian and Christine Petersen. He had a long association with the Deseret News, rising from a carrier to becoming chairman of the board. He was a member of the Quorum of the Twelve Apostles in the LDS Church from 1944 until his death in 1984.

The Mark E. Petersen speech [typescript] (1954) was given by Petersen while an Apostle of the LDS Church entitled, "Race Problems--As They Affect the Church." It was given at the Convention of Teachers of Religion on the College Level (held at Brigham Young University). Topics discussed in the address include Petersen's belief that African Americans wanted "absorption with the white race" and LDS Church policies regarding miscegenation.
