Biographical Note

Victor Orval Reinemer was born in Circle, Montana on June 7, 1923 to H.R. and Ida Reinemer. He served as a pilot in World War II. He studied in England and Paris before receiving a Bachelor of Arts in Journalism from the University of Montana in Missoula (then called Montana State University). Before becoming involved in Montana politics, he was associate editor of the Charlotte, North Carolina News, where he was recognized for his editorials on civil rights. In 1956 he became executive secretary to Montana U.S. Senator James Murray, and served in that role for Senator Lee Metcalf from 1961 to 1978. He specialized in public utility regulation and corporate oversight. Vic Reinemer died in Helena, Montana, on July 5, 1991.

Content Description

This collection contains outgoing correspondence, 1972-1973, a draft of the manuscript for the book, Overcharge, which Metcalf and Reinemer co-authored in 1967, and book review clippings of Overcharge. The book dealt with electrical rates in the United States.

The outgoing correspondence deals with public relations, answering letters from companies and the public. They also include information requests, fulfilling information requested from others, and letters written about concerns with utility companies. Letters were also written to set up testimonies from individuals about new bills that were being presented and also letters of thanks for testimonies.

The complete manuscript for Overcharge is a copy and has some editing notes written on the copy.
