Biographical NoteReturn to Top
Joseph W. Miller, of Bellevue, Washington, was a volunteer research biologist for North Cascades National Park. Along with his wife, he produced two reports that assisted the North Cascades Conservation Council in their opposition to the building of Ross Dam.
Historical BackgroundReturn to Top
The North Cascades Conservation Council was established in 1958. The Council campaigned to establish the Glacier Peak Wilderness and North Cascades National Park, and opposed Seattle City Light's plans to raise Ross Dam. Dr. Patrick Goldsworthy was president of N3C during the High Ross Dam controversy (ca. 1971-1973), which centered around the City Light's proposal to raise the High Ross Dam and flood wilerness portions of the Canadian Skagit River Valley. The Council opposed this measure, which was defeaeted in 1983. In 1969, Joe and Margaret Miller began an ecosystem survey of Big Beaver Valley in the North Cascades. This led to the writing of two reports, 1970 and 1972, which were used by N3C during various hearings on Ross Dam. As authors of the reports, the Millers were called as expert witnesses; they also wrote rebuttals to the testimony of City Light witnesses.
