Historical Note

Community education is basically a mixing of adult education and social work, both set against a background of locally controlled schools. One good definition may be found among the records if the Washington State Community Education Association, folder 91 "The Concept of Community Education." Jenneane Dietl, President of the Washington State Community Education Association in 1979, defined Community Education as "a truly grassroots movement" that "enhances the worth of everyone it touches by giving participants a sense of community." Community Education began more than forty years ago and has grown to include 8,500 programs throughout the United States.

In Washington community educators believe that the purpose of Community Education is to identify local interests and concerns and meet them through existing resources. Thus the function of the community school is to serve as a center for activities, a place wherein all citizens are able to improve themselves and their community

Consequently in Washington State, as well as in other states, citizens have become actively involved in evaluating and meeting the educational needs of their communities. In Washington state Community Education dates back to 1945 when Superintendent of Public Instruction Pearl Wanamaker appointed Dr. Edward Olsen as Director of School and Community Relations, the first such state level position in the United States. In 1969 the Highline School District initiated the first comprehensive Community Education program in Washington and in 1971 the Washington Legislature passed a concurrent resolution calling for the Joint Committee on Education to study Community Education and recommend appropriate legislation. Thus in 1973 the Washington State Legislature passed legislation creating a full-time community education staff position in the Washington Center for Community Education. Washington was the fifth state to take this step.

In 1975 the Washington Legislature created the Washington State Community Education Association, an organization that included twenty programs. In 1975 Washington Educators formed the Northwest Community Education Coalition, consisting of twenty-six Community Education Programs. By January of 1984 one hundred community school programs were flourishing in forty-five Washington school districts providing educational programs for community residents of all ages. These neighborhood schools serve as a center for community activities for all citizens.

Administrative Information

Arrangement

All records are arranged in one alphabetical sequence, based on the original folder headings used by the secretary of the Association. Some headings are informal and some are quite structured. The arrangement, hence, differs significantly from highly-organized office files; in fact, some filing practices may appear inconsistent and eccentric, such as the practices of filing two or three seemingly little-related matters together in one folder or varying the name of a topic, such as "Mobile Training Institute," so that it appears at more than one place in the alphabetical sequence. These practices have been retained in the archival arrangement, because changing them would result in a totally different filing system than that used by the originators of the records.
