The Missoula City Spirit Program was formed in 1977 as part of the National Endowment for the Arts (NEA) City Spirit Program. The purpose of the program was to spawn and support cultural activities within the city, and the need for space and facilities emerged quickly as a core issue.
With grants from the NEA and local contributions, the Missoula City Spirit Program sponsored a study to examine the city’s existing cultural, recreational, and civic facilities, and to make suggestions for future growth. The River Corridor Design Competition was an outgrowth of this study. The winning design presented a plan for a looped-trail system, which would connect segments of the riverfront via pedestrian and bike paths. Architects Ron Kasprisin, James Pettinari, Robert DeWolf, and Peter Hall won $10,000 in prize money, and key elements of their design, such as the pedestrian-bike underbridge beneath the Madison Street bridge, were eventually realized.
In 1986, the University of Montana Washington-Grizzly Stadium was completed, a project which also drew from the earlier study and the River Corridor Design Competition plans.

This collection contains the kit of materials distributed by the Missoula City Spirit Facilities Steering Committee for its 1981 Riverfront Corridor Design Competition, which encompassed approximately two miles of urban river corridor, bounded by the mouth of Hellgate Canyon in the east and the former Burlington Northern railroad tracks over the Clark Fork River in the west. It includes the competition announcement and rules, an overview of the Clark Fork floodplain, maps, aerial photographs, and a 1980 feasibility study. A letter from the committee chairman, William Coffee, to University of Montana President Neil Bucklew, and a few newspaper clippings are also present.
