Jacob O. Hays was born in Lexington, Missouri, in 1831. In 1854 he travelled overland from Missouri to Sacramento, California. He left California for Montana Territory in 1866 and engaged in mining in what are now Jefferson and Beaverhead Counties near Butte. Hays returned to Lexington, Missouri in 1870 before going to live in what is now Larimer County, Colorado. In August 1899 he travelled to Fort Washakie in what is now Fremont County, Wyoming, to homestead on lands that were formerly part of the Wind River Indian Reservation. Hays died in 1925.
