Historical Note

The National Irrigation Congress was established in 1891 by William Ellsworth Smythe, Elwood Mead, and Francis E. Warren to push the people of the West to combine in a strong demand for national legislation and appropriations toward a comprehensive system of water storage and irrigation in the West. The Congress was held from 1891 until 1916 when it was dissolved.

The eighth annual session of the National Irrigation Congress was held in Missoula, Montana, on September 25-27, 1899, and chaired by L.D. O’Donnell. The Congress included lessons in the results of scientific irrigation, lectures on water rights, and a visit to the Bitter Root Stock Farm where a lesson on irrigation on the farm was presented. The Missoula Board of Trade opened an exhibition of Montana farm products for the duration of the session. Among those in attendance were governors, mayors, irrigation associates, agricultural and horticultural societies, engineering associations, agricultural colleges, and commercial bodies, representing a total of 17 states and territories. Representatives from any foreign nation or colony were welcomed.
