Historical Note

Arvo Van Alstyne was named Vice President-Executive Assistant to President David P. Gardner in 1975. In this position, he acted as personal assistant and advisor to the President as well as legal counsel within the President's Office. In 1985, Van Alstyne left the University to become Commissioner of Higher Education for the State of Utah. He was replaced by Dr. Anthony W. Morgan, who was previously the Executive Assistant to the President, in June of 1985. In 1986, the Office was renamed Vice President for Budget and Planning. Anthony Morgan's duties as chief of staff to the University President was to oversee funding, resource allocation, and the development of an academic master plan for the University. He was also responsible for coordinating University activities with the Utah System of Higher Education. Dr. Morgan served under the administrations of Chase N. Peterson (1983-1991) and Arthur K. Smith (1991-1997) until he resigned the position in 1998.

The bulk of the material in this collection consists of correspondence, memoranda, minutes, and reports generated during Anthony W. Morgan's term as Vice President for Budget and Planning (1985-1998). The principal topics covered by this collection include budgets, long-range academic and financial planning, space management, and policies and procedures development. The collection also documents the University of Utah's interactions with the State Board of Regents the Utah System of Higher Education.
