Historical Note
Mickey Ibarra (b. 1951) was raised in Utah, and graduated from Brigham Young University in 1976 with a BA in Political Science, and from the University of Utah in 1980 with a Masters degree in Education. He served in the United States Army from 1970-1973, and received an honorable discharge. From 1976-1981, Mickey Ibarra served in the public school system in Utah, teaching at-risk high school students. From 1981-1997, he worked for the National Education Association, as a UniServ Director, Political Education Specialist, Government Relations Field Manager, Campaigns & Elections Manager, and International Relations Manager. In 1997, President Clinton appointed Mickey Ibarra as the Assistant to the President and the Director of the Office of Intergovernmental Affairs. After he left the White House, he founded Mickey Ibarra & Associates, now Ibarra Strategy Group, a government and public affairs firm that specializes in issue advocacy, Latino outreach and intergovernmental affairs. He currently lives in Washington, D.C.
Content Description
The Mickey Ibarra papers (1996-2001) contain White House memoranda, campaign materials, correspondence, calendars, and personal journals.
The materials found in this collection documents the operations of the White House Office of Intergovernmental Affiars (IGA). The IGA serves as the President's principal liaison to state, local, tribal, and territorial governments to build support for policy initiatives and respond to their concerns. The contents also include materials related to the Salt Lake 2002 Olympic Winter Games. Included are photographs that have been transferred to the Multimedia Division of Special Collections.
The correspondence in the collection focuses on Ibarra's responsibilities with state and local officials, U.S. territories, tribal governments, and Latino leaders.
The personal materials in the collection consist of notebooks describing daily highlights and activities. Other materials include biographical information and a resume.
The presidential trip materials consist of booklets detailing travel, schedules, passenger manifests, background information, press plans, fact sheets, talking points, and political briefings. Ibarra roles in these trips was to interact with state and local officials and Latino leaders.

Detailed Description of the Collection

Correspondence
Boxes 1-7 contain correspondence that was arranaged in binders. The contents were taken out of the binders but still mainatin their original order and dating. Some months are not represented because the materials were not included in the binders.
Box 8 contains loose correspondence found throughout the collection, hence was kept separate from that in boxes 1-7.
