Historical Note

Upon the retirement of Morris Whitaker, International Programs at USU underwent significant reorganization. Dee Von Bailey succeeded Whitaker, moving from Applied Economics (agricultural economics) to become Associate VP in the newly named Office of Global Engagement. Bailey served in this capacity from July 2010 until July 2012, when he rejoined his department after the university opted to de-centralize its international work and close the office.

Most of the files contained in this collection evolved during Morris Whitaker's tenure as Associate VP. Whitaker studied economics at the university, earning his BS and MS degrees in 1965 and 1966, respectively. He obtained his Ph. D. from Purdue University in 1970, and returned to USU as a post-doctoral fellow, serving with international teams in Bolivia, El Salvador and Ecuador. In 1973 he became team leader for the Bolivia project, returning in 1977 to rejoin Economics Department. In 1982 he was appointed as Director of International Programs, a position he held under successive titles until his retirement in 2008.
