The collection consists largely of project files from 1981-1996, containing applications, correspondence, publicity, evaluations, financial information, and other materials on successful grant applications. The collection also includes administrative records from 1972-1996, containing council minutes, membership information and dealings with other state councils; director’s correspondence from 1970-1994; scrapbooks and newsclippings (1984-1996); 37 audio cassette tapes of council meetings and recordings of grant recipient speakers; and 2 vhs and 2 u-matic video tapes of programs.

The Wyoming Council for the Humanities (WCH), like other state humanities councils, was born out of the National Endowment for the Humanities' (NEH) Division of State Programs.

The NEH was established by Congress in 1965 to make grants in support of humanities-based research and education. In order to reach a more extensive and diverse audience, the NEH decided to invest a large portion of its funds to state efforts, and the idea for the State Program was born. NEH's State Program was initiated in 1970 on an experimental basis in six states.

In Oklahoma and Maine the funds received from the NEH were directed through state arts councils in order to develop a humanities program as a part of their program. The funds in Missouri and Georgia were made through the cooperation with a university continuing education or extension division. Wyoming and Oregon created independent humanities councils in order to receive and distribute the funds from the NEH, and it was this practice that soon became the norm throughout the country. The WCH, like other state councils, is made up of a broad representation of each state, with some members appointed by the governor, some from academia, and the rest from the general public.

The WCH offers six grant categories with three levels of funding for the support of humanities projects in Wyoming. The grant categories are the public humanities program grants, the local and regional heritage grants, humanities education grants, special project grants, fellowships for independent study, and planning grants. In order to be funded, the proposal must meet certain criteria as established by the NEH and the WCH. First, the humanities must be central to the project seeking funding and humanities scholars must be involved in the planning and implementation of the project. Projects must promote public appreciation and understanding of the humanities by adequately publicizing events to ensure public participation. Proposals must be realistically justified and must include a system of formal evaluation of the finished proposal.

The Wyoming Council for the Humanities records include regrant files, correspondence, manuscripts, news clippings, and audio/visual materials. The regrant files (in Series I) make up the majority of the collection and include everything relating to granted projects.

The WCH records would be of great interest to anyone researching what types of grants are funded through the NEH and its state councils and what constitutes a successful grant application. The manuscripts and papers (Series I) are often valuable for their content.
