Historical Note

The Arthur Carhart National Wilderness Training Center is a federal interagency, which connects wilderness managers from the United States Forest Service, the National Park Service, the Fish and Wildlife Service and the Bureau of Land Management. The Center’s mission is "to preserve the values and benefits of Wilderness for present and future generations by connecting agency employees and the public with their wilderness heritage through training, information and education."

Sue Matthews, former U.S. Fish and Wildlife Service Representative at the Wilderness Training Center initiated and managed the Wilderness Policy History Project. Joanne Tenney, a University of Montana graduate student, compiled and created the majority of the Project's files. The project’s purpose was to bring together records that could be used by wilderness managers, researchers, policy makers, and interested citizens to gain a "clear" historical understanding of Wilderness Act policy, evolution and language, and use this information to guide resolutions to the complex issues regarding current wilderness policy development and implementation.The project focused on wilderness administration history as opposed to wilderness designation history. Many of the project's files were given to the Wilderness Training Center by Charles R. "Dick" Joy and Jerry Stokes when the Center was located at the Nine Mile Ranger District.

Content Description

This collection contains records and papers compiled during the creation of the Wilderness Policy History Project, including records added to Project files (Series I of this collection), records donated but not used in the Project, and administrative records regarding the development and implementation of the Project. This collection is divided into three series:

Series I, Wilderness Policy History Project Records, was created by Joanne Tenney to serve the project's main purpose. She divided records by the agency to which they relate; her arrangement is reflected here in the four subseries. Each subseries contains correspondence, memos, testimonies, statements, articles, manuals, executive orders, pamphlets and audiocassettes and transcriptions of interviews documenting the development and implementation of Wilderness Policy in each respective agency. If a document is related to more than one agency, a duplicate copy is located in each corresponding subseries. This series remains in original order.

Subseries 1: United States Forest Service Records

Subseries 2: Fish and Wildlife Service Records

Subseries 3: National Park Service.

Subseries 4: Bureau of Land Management.

Series II, Additional Wilderness History Materials, contains documents most likely donated to the Wilderness Policy History Project but not included in the Wilderness Policy History Project Records created by Joanne Tenney. Charles R "Dick" Joy, donated the majority of records in this series. They include Joy’s recreation reference materials, materials from the 25th Wilderness Act Conference, and pamphlets, publications, reports, articles, clippings, speeches and discussion papers dealing with wilderness issues.

Series III, Project Administration Records, contains correspondence, project announcements, task lists, project summaries and database reports and summaries. These records deal with the development, planning, progress and response to the Wilderness Policy History Project. The summary of Wilderness Policy History Database outlines documents of interest identified by the database creators. This series is organized alphabetically.

Arrangement

The collection is divided into three series:

Series I: Wilderness Policy History Project Records, 17.0 linear feet linear feet, 1922-2001

Subseries 1: United States Forest Service Records

Subseries 2: Fish and Wildlife Service Records

Subseries 3: National Park Service.

Subseries 4: Bureau of Land Management.

Series II: Additional Wilderness History Materials, 5.0 linear feet, 1971-1999

Series III: Project Administration Records, 1.1 linear feet, 2000-2003

Custodial History

These materials were collected and organized by staff at the Arthur Carhart National Wilderness Training Center. Center staff selected and arranged materials then created a Microsoft Access database to manage the materials that make up Series I. Items in Series II are the donated items that the Center chose not to include in the Wilderness Policy History Project. The majority of records collected were from Richard Joy and John Stokes.

Processing Note

The archival processor maintained strict original order for Series I. Loose materials within Series II were placed in folders. Other items in Series II were organized either by Dick Joy or Joanne Tenney. Series III was arranged alphabetically.

Detailed Description of the Collection
