Biographical NoteReturn to Top
Zelda Kurt Boulanger served with numerous organization dedicated to women’s rights and professional development in the Seattle area. Boulanger was born on June 4, 1916, in South Fork, North Dakota. After graduating from high school, she worked in civil service in Nome, Alaska. She married Ernest Boulanger in Nome on January 27, 1940, and the couple moved to the Seattle area in 1942. They had two children, Coralee Stephenson and Michael Boulanger. Zelda and Ernest were business partners with the Smith Brothers as owners of Smith Tractor in Fife, Washington.
Boulanger was the founding president of the Seattle Chapter of the National Organization for Women (NOW), which was organized in 1970. Boulanger was also a founding member and president of the Siwanu Chapter of International Toastmistress Club (ITC) and served as Northwest Regional Supervisor and International Director for ITC. She was a board member for the Traveler’s Aid Society, the Women’s Division of the Seattle Chamber of Commerce, and the Seattle Handicapped Club. Boulanger served as president of the Past President’s Assembly and the Seattle/King County Civil Defense’s Welfare Coordinator for South King County. She was a founding member of the Highline Chapter of the Business and Professional Women’s Club and the Angle Lake Shore Club. Boulanger was also involved with The Presidents’ Forum, the Federal Way Athletic Club, Santa Fair, Inc., Epsilon Sigma Alpha, the United Service Organizations’ Military Lounge, the International Reading Association, the Council on Aging, and the National Association of Parliamentarians.
Boulanger was listed as one of the 150 "Most Influential People in Seattle/King County History" in a 2001 Seattle Times article. In 1974, she was asked to take Representative Paul Barden’s seat in the Washington State legislature after his election to the Seattle City Council; she declined. Boulanger was one of the first eleven women that the Civil Air Defense selected to visit missile bases throughout the United States and Mexico, as well as one of the first women to visit the base at Cheyenne Mountain in Colorado Springs, Colorado. Boulanger died on March 20, 2012, in Tacoma, Washington.

Epsilon Sigma Alpha (ESA) is a community organization supporting educational and service programs. It was founded in 1929 by Adelia Prichard, a national president of Business and Professional Women's Clubs. The Washington State Council of ESA was established in 1934.

The Federal Way Athletic Club was established in 1965 in Federal Way, Washington. It was part of the larger Federal Shopping Way complex, developed by John Raymond Cissna in 1955 and expanded in 1965. The athletic club provided recreational programming for individuals and families in the area.

The Highline Business and Professional Women's Club was chartered in 1952, with Zelda Boulanger as a charter member. The chapter, which served the south Seattle area, was part of the National Federation of Business and Professional Women's Clubs, which was founded by Doctor Lena Madesin Phillips in 1919.

Series 7: International Toastmistress ClubReturn to Top
International Toastmistress Clubs was founded in 1938 by Ernestine White and provided its members with training in public speaking. The organization was renamed International Training in Communication in 1985, and in 2007 its name changed again to POWERtalk International. The Siwanu Chapter was founded in 1952 and was one of several Toastmistress clubs in the Seattle area. The international organization was divided into geographic regions, and the Northwest Region included clubs in northern California, Oregon, Washington, Alaska, and British Columbia. Regions were further subdivided into councils, and the Seattle clubs comprised Council One of the Northwest Region.

Series 10: National Organization for WomenReturn to Top
The National Organization for Women (NOW) was founded in 1966 by Betty Friedan and other activists for women's rights. The organization is dedicated to securing equal rights for women in America. The Seattle Chapter of NOW was chartered on May 8, 1970, as the 36th chapter in the United States. In addition to the chapter's first president Zelda Boulanger, the thirteen founding members included Judge Evangeline Starr, Esther Campbell, Constance Hoffman, Patricia Artz, Charlene Callahan, Mary Underwood, Joy Belle Conrad-Rice, Claire Gorman, Margaret Coster, Martha Westen, and Mary Pool. The Seattle chapter of NOW lobbied local politicians for equal rights legislation, gave speeches promoting gender equality to other community organizations, and advocated for women who had experienced discrimination as a result of their gender.

Series 13: Santa FairReturn to Top
Santa Fair was a year-round amusement park located on the grounds of the Federal Shopping Way in Federal Way, Washington. Like the shopping center itself, Santa Fair was developed by John Raymond Cissna. Santa Fair operated from the mid-1950s until the early 1980s. The amusement park included roller coasters, carnival rides, the Old World Square (a replica of a medieval European town), the Magic City Theater, the Muckleshoot Mission, and the Space Fair.

The Seattle Handicapped Club was a community organization, active between 1940 and 1975 that provided recreational opportunities for the city's disabled residents and advocated for increased accessibility. The club was instrumental in the creation of Center Park for the Handicapped, a public housing project constructed between 1963 and 1969 which was designed to meet the needs of physically disabled residents so that they could live independently.

Seattle/King County Civil Defense was a program run by the City of Seattle's Department of Public Safety in the mid-twentieth century. It coordinated municipal efforts to provide shelter in the event of a nuclear attack. Boulanger served as the Welfare Coordinator for South King County for the Civil Defense program.

Travelers Aid Society is an international organization, founded in 1851, that provides funding and assistance for travelers and indigent populations.
