Biographical NoteReturn to Top
Herbert L. Collier was a soldier and city government official. As a young man he enlisted as a corporal in the 1st Washington Volunteer Infantry and fought during the Spanish-American War and later the Philippine-American War. When he returned to the United States, Collier began working in the office of the Seattle City Treasurer. In 1929, he was elected city treasurer by the City Council to finish his predecessor’s term. He remained city treasurer until he resigned in 1952. Collier was also active in the reunions of his infantry unit and the Scottish Rite Temple Guards.

The Spanish American War was a conflict between the Spanish and Americans over American interference with the Cuban War of Independence. The conflict was mainly fought in Spanish holdings in both the Caribbean and Pacific areas. The Spanish-American War resulted in Spain’s loss of all of its colonies. Americans gained control over Guam, Puerto Rico, and temporarily over Cuba as well as purchased the Philippines. After gaining control of the Philippines, the country declared independence starting the Philippine-American War. This conflict ended in 1902 with the fall of the Philippean independent government. The Philippines did not gain independence until the end of World War II.

Photographs pertaining to Collier’s life as a soldier and as city employee in the Treasurer's Office as well as of his personal life. The photos range from as early as 1898 during the Philippine-American War to 1959 after Collier had retired as the City Treasurer. The collection contains photos of Collier and his unit both in San Francisco, California and in the Philippines as well as the reunions his unit held in the 1920’s and 1930’s. There are also photos of the office of the City Treasurer both before and after Collier was elected to that position. There are also various personal photos of his family, home, and himself as a member of the Scottish Rite Temple Guards.
