Neal LaVon Blair was born February 25, 1925, in Kansas City, Missouri. He graduated from Fremont County Vocational High School in Lander, Wyoming, in 1943, then served in the U.S. Army from 1943 to 1945. After working in Oregon for a year after the war, he returned to Wyoming to become an apprentice saddle maker, and eventually owned and operated saddle shops in Lander and Pinedale. In 1961, Blair joined the U.S. Forest Service working in the Bridger National Forest. He later joined the Wyoming Game and Fish Commission as a deputy game warden, stationed in Cokeville.

In the 1970s, Blair moved to Cheyenne where he became manager and editor of Special Publications at the Wyoming Game and Fish Commission and was associate editor of Wyoming Wildlife. Blair retired from the Wyoming Game and Fish Commission in the mid 1980s. He authored a book entitled “The History of Wildlife Management in Wyoming,” published in 1987. Neal Blair died in May 2004.

The Neal L. Blair papers contain personal files, publications, photographs, and subject files arranged into four series. Series I (General Files) contains biographical information, diaries and field notes from Blair’s time as a deputy game warden, personnel and other types of directories, big game trophy scoring guidelines, and information on the Wyoming Game and Fish Commission’s mobile wildlife educational unit. Series II (Photographs) contains mainly negatives and contact prints of photographs used in Wyoming Game and Fish Commission publications and a small number of personal photos. Series III (Publications) is organized in two sub-series. Sub-series 1 contains works written or edited by Blair. There are numerous articles written for Wyoming Wildlife magazine as well as other more specialized publications, with notes, background information, draft manuscripts, and the actual publications. Also included are drafts of other pieces, book reviews, poetry, and papers that were presented at various meetings. Blair’s book, The History of Wildlife Management in Wyoming (published in 1987), is included along with two drafts of the manuscript. Sub-series 2 contains layouts, samples, revisions, bids, etc. for Wyoming Game and Fish Commission publications supervised by Blair. Series IV (Subject Files) contains clipping files and background research for articles as well as correspondence, notes, and photographs. There are several files with information documenting the history of the Wyoming Game and Fish Commission.
