Abbot Low Mills Jr. (1898-1986) was born in Portland, Oregon and educated at Harvard. His father, Abbot Low Mills, was president of the First National Bank of Portland. Mills, Jr. started working for the bank as a messenger in 1922 after graduating from college. He eventually became vice-president of the First National Bank of Portland, and vice-president and director of U. S. National Bank, Portland. Mills Jr. also served on the Federal Reserve Board of Governors from 1952 until 1965.

Mills Jr. also served on committees analyzing Portland's financial condition under two different mayors and was a member of the Governor's Commission on Small Business. He also served on the Merit System Council of the Oregon State Welfare Commission. Mills Jr. and his wife, the former Katherine Ainsworth, were patrons of the arts, and he was a trustee of the Portland Art Association.

The collection contains professional records including correspondence, policies, commercial client files, records of work with other banks, financial reports, annual reports, and bank purchase transactions from Mills Jr.'s work at the U.S. National Bank, Portland, as well as personal correspondence, household and estate accounts (1943-1946), and files of the Thomas E. Dewey Presidential campaign in Oregon committee. The collection contains about 3,000 individual letters.

Banks and commercial clients include: Forest Grove National Bank, Great Western Malting Co., Inc., Imperial Hotel Co., Oregon Bankers Association, Portland General Electric Co., United States National Corp., Youngs Bay Lumber Co., California-Oregon Power Company, Multnomah County and Multnomah County School District, and Portland Community Chest.

Material also includes J. C. Ainsworth correspondence (1944-1948).
