The Advisory Board on the Investigation of Suspension Bridges was organized in 1942 by Thomas H. MacDonald, the Commissioner of Public Roads. The investigation was prompted by a group of structural engineers concerned with the problems of suspension bridge design in the wake of the Tacoma Narrows Bridge collapse in 1940.. The purpose of the Board was to coordinate research dealing with suspension bridges with particular regard to their aerodynamic stability.

The members of this Board were O.H. Ammann, Chas. E. Andrew, Raymond Archibald, Russell G. Cone, Hardy Cross, R.W. Crum, H.L. Dryden, F.B. Farquharson, F.H. Frankland, C.F. Goodrich, O.L. Grover, Shortridge Hardesty, A.A. Jakkula, Jonathan Jones, Frank M. Masters, C.B. McCullough, R.B. McMinn, Leon H. Nishkian, Emil H. Praeger, P.L. Pratley, Norman C. Raab, Chas. M. Spofford, Chas. C. Sunderland, Elmer K. Timby, Theodor von Karman, and Glenn B. Woodruff. These copies of the reports are from the collection of Philip Louis Pratley, a Canadian bridge designer who was the only non-American member of the Board.
