The Grand Army of the Republic (GAR) was established in Illinois in 1866, shortly after the close of the Civil War, as a veterans' organization dedicated to three principles - fraternity, charity and loyalty. Numerous states quickly created their own GAR organizations; the Department of Oregon was established September 28, 1882. Regular meetings were held in local communities, as were annual statewide and national meetings, called encampments. Pacific University at Forest Grove, Oregon hosted the 20th annual encampment of the Department of Oregon, June 25-28, 1901.
The GAR served not only a social function but advocated for the rights of veterans; assisted needy veterans, widows and children; raised funds to install numerous monuments and memorials; worked to preserve historic sites, documents and relics; and established May 30 as Decoration Day (now Memorial Day) to honor the Civil War dead.

Collection consists of seven hand-written ledgers from J. B. Matthews Post Number 6, Grand Army of the Republic in Forest Grove, Oregon. The ledgers include membership lists, financial information and minutes of meeting. Also one copy of Proceedings of the Twentieth Annual Encampment of the Department of Oregon Grand Army of the Republic held at Forest Grove, Oregon, June 25-28, 1901. The encampment was held at Pacific University.
