Historical Note

The University of Idaho Water Resources Research Institute was established under provisions of the Water Resources Research Act of 1964 (Public Law 379, 88th Congress). Its purpose is to conduct research investigations and experiments of either a basic or practical nature in relation to water resources. Included areas are hydrology, soil-water-plant relations, water quality, irrigation and drainage, ground water, recreation, hydroelectric development, fishery management, aquatic biology, and watershed management.

Prior to the establishment of the institute there existed at the university from June 1961 to January 1962, a Policy and Coordinating Committee on Water Resources. From January 1962 to July 1964 this group was known as the Water Resources Committee. Calvin C. Warnick was the original director of the institute; he was replaced in the late 1970s by John Gladwell who resigned in the spring of 1980.

Content Description

The Records of the Water Resources Research Institute span the years 1961 to 1981, with the bulk of the material covering the years 1970 to 1980. The papers include the legislative background for the institute; correspondence, financial records for each of the various projects, publications of the institute and other water related organizations, photographs, and newspaper, clippings. Also included are Records of the Pullman-Moscow Water Resources Committee.

Administrative Information

Arrangement

The material in this archival group was contained in labeled storage boxes.

The box labels were retained as the series headings; folder labels were also retained. The original arrangement of the material was by fiscal year, but in the final processing, material in the individual series was interfiled into single numerical or alphabetical sequences.

The historical material includes committee minutes, legislative material concerning the establishment of the institute, general financial material, travel reports, and correspondence.

The OWRT and non-OWRT financial material includes payroll records, travel and general requisitions, personnel action forms, monthly and quarterly reports, and contracts and agreements. These two series were originally arranged by fiscal year, but were rearranged into single numerical sequences by project budget number.

The project notes and reports series includes news releases, newspaper articles about the various projects, and annual report summaries. These are arranged numerically by project budget number.

The fifth series includes publications of the Water Resources Research Institute and other water related organizations, published articles and newspaper clippings on a variety of topics, and photographs, a majority of which are neither identified nor dated. The articles were originally in folders with the photographs, but were separated out during processing. The articles and photographs are arranged alphabetically by subject.

There were originally four scrapbooks containing mounted newspaper clippings covering the years 1961-1969, 1969, 1971, 1972-1974. All books were arranged by subject. These notebooks were taken apart and the contents put into file folders which were then interfiled into a single alphabetical sequence.

Papers relating to the Pullman-Moscow Water Resources Committee for series seven. These include the minutes of the committee meetings, correspondence, and a collection of published and unpublished reports.

The final series consists of material for the institute's annual fiscal reports, information on insurance requirements for university vehicles, and minutes of the Troy-Moscow Corridor Study Group.

Published reports dealing with the Palouse were removed for cataloging into the Day-NW collection. Duplicate materials were also removed. By this means the records were reduced by 3 c.f.

Acquisition Information

The Records of the Water Resources Research Institute were deposited in the University of Idaho Library by the Institute on November 1, 1984.
