Tape-recorded interview conducted by Delores Goto, February 19, 1973.
Mr. Sing is recorded speaking to a meeting about the Employment Opportunity Center (EOC), a project under the Model Cities Program established in the Southeast Model Neighborhood (North Beacon Hill, Rainier Valley, Brighton and Columbia). Mr. Sing explains how government funding requirements forced the center out of the original International District location to the current Southeast Model Neighborhood location. He describes the problems he encountered in starting the program and in securing adequate funding. He mentions the worry of government spending cut-backs. Among problem areas discussed are license restrictions on immigrant doctors, dentists and teachers, height limitations in police and fire department recruitments; racial discrimination in craft unions; and deficiencies in occupational training in the public schools.
