Charles J. Wing was born in Hot Springs, South Dakota on January 8, 1933. He grew up in Newcastle, Wyoming, where he resided as an adult. His military career began in Newcastle when he enlisted in the Wyoming Army National Guard in 1949 as a private.

Charles J. Wing received a ROTC commission as a second lieutenant in 1954 upon graduating from the University of Wyoming. Wing served on active duty for 4 years in West Germany, until late 1957, as an army aviator. He then rejoined the Wyoming Army National Guard in 1958, serving continuously until his retirement in 1995.

Wyoming Governor Mike Sullivan appointed Wing as Adjutant General from 1987 to 1995. In 1990-91 200 Wyoming National Guard soldiers and airmen were mobilized for Operation Desert Shield/Desert Storm. Secretary of Defense Dick Cheney appointed General Wing to the Reserve Forces Policy Board for the Secretary of Defense in 1990.

Wing was an educator in the Laramie County School District, Cheyenne, Wyoming, for 25 years. He served as a teacher, counselor, principal, and assistant superintendent in the Cheyenne School District.

The Charles J. Wing collection contains materials reflecting Wing’s career in the Wyoming Army National Guard, his US Army career, and his interest in US military history. The collection contains brief biographies of Wyoming Adjutant Generals, including Major General Charles J. Wing, Major General John R. Carson, Major General James L. Spence, Major General George O. Pearson, Brigadier General Francis A. Stitzer, Colonel John W. Meldrum, Leopold Kabis, Prince A. Gatchell, Major C. Barwell, Brigadier General Verling K. Hart, Brigadier General George M. Sliney, Major Rasmus Anderson, Dr. William K. Weaver, Colonel Timothy J. McCoy, Adjutant General Walter F. Davis, Lieutenant General R.L. Esmay.

Photographs include Charles Wing with Wyoming Governor Mike Sullivan and Secretary of Defense Dick Cheney with others (undated); Governor Mike Sullivan reviewing the Wyoming Guard Troops during Governor’s Day, June1991; the Esmay Family; and the Wyoming Girl Guards (1990).

Printed matter consists of three assorted newspaper clippings, one issue of On Guard (December 1991), four National Guard related news release letters between 1991 and 1992, a 1989 honor roll list for the Wyoming National Guard, a brief history of Newcastle’s National Guard by Lloyd J. Reimer. Periodicals include eight Forward Observer--Wyoming National Guard Newsletter (1987-1991), Wyoming National Guard 40th Anniversary Reunion (1946-1986), The 300th Armored Field Artillery Battalion—Cowboy Cannoneers in the Korean War 2002.
