The College of Mechanical Arts Engineering was established in 1917 upon the reorganization of the State College of Washington. Hubert Vinton Carpenter had been the head of the Department of Mechanical Electrical Engineering from 1903, but in 1917 he became the Dean of the College of Mechanical Arts Engineering. Both before and after Dr. Carpenter became dean, he acted as an engineering consultant with the State College. Dr. Carpenter also was instrumental in the establishment of KWSC in 1915 and acted as its director until his retirement from the college in 1938.
