Barbara L. Cubin was born in San Benito, California, on November 30, 1946. She graduated from Natrona County High School in Casper, Wyoming, and, in 1969, received a B.S. degree from Creighton University in Omaha, Nebraska. She was a Republican member of the Wyoming State House of Representatives from 1987 to 1991, a member of the Wyoming State Senate from 1992 to 1994, and a member of the U.S. House of Representatives from 1995 to 2009. She was not a candidate for reelection to the 111th Congress in 2008.

Resources Committee/Energy and Mineral Resources Subcommittee Investigation of POGO [Project on Government Oversight]
In the mid-90s, POGO released reports alleging that the federal government was owed money in unpaid oil royalties from companies that drilled for oil on public lands. In the lawsuit (United States ex rel. Johnson v. Shell Oil Co.) and settlement that followed, POGO shared some of its settlement money with two federal-employee whistleblowers. When the Resources Committee investigated those payments, it issued subpoenas to POGO officials, who refused to comply. There was then an attempt (which ultimately failed) to hold POGO in contempt of Congress.
