Resources Committee/Energy and Mineral Resources Subcommittee Investigation of POGO [Project on Government Oversight] In the mid-90s, POGO released reports alleging that the federal government was owed money in unpaid oil royalties from companies that drilled for oil on public lands. In the lawsuit (United States ex rel. Johnson v. Shell Oil Co.) and settlement that followed, POGO shared some of its settlement money with two federal-employee whistleblowers. When the Resources Committee investigated those payments, it issued subpoenas to POGO officials, who refused to comply. There was then an attempt (which ultimately failed) to hold POGO in contempt of Congress.
