Historical Note

The Safety Division of Washington State University operated as a part of the Building and Grounds Division until 1969, when it became a separate unit. The purpose of this division is the enactment and enforcement of safety procedures and provision of emergency services within all University-owned property including: regulation of traffic, police and fire protection, sanitation, and ambulance services.

The Director of the Safety Division is an ex officio member of the Parking Appeals Committee, the Traffic Control Subcommittee of the University Planning Committee, the Health and Safety Committee, and was a member of the Traffic Control Board. The objective of the Traffic Control Board was to establish regulations concerning parking and operation of motor vehicles. In 1970 the Parking Appeals Committee branched off from the Traffic Control Board. It was created to establish and administer appeals procedures for parking violations on campus. The Traffic Control Subcommittee, formed in 1973, is responsible for making recommendations governing traffic control and physical improvements in parking facilities. The Subcommittee also reviews the administration and enforcement of regulations, and authorizes special permits. The Health and Safety Committee advises on policy matters relating to the health and the protection of life and property at Washington State University.

Administrative Information

Arrangement

The files of the former Director of the Safety Division, Art Holtorf, are arranged in four series; each being the records of a committee arranged chronologically within functional group. Inclusive dates for the records are March, 1968 to August, 1978 with the minutes and correspondence of the Traffic Control Board comprising the largest quantity of material. Each series includes minutes, agendas, and correspondence. The records also include newspaper clippings, blueprints, maps, and safety guides.

Acquisition Information

The records of the Director of the Safety Division were transferred to Washington State University Libraries in November, 1982 (UA82-29).

Processing Note

The records were processed by Leslie Tevebaugh in March-April of 1984.
