William M. "Bill" Tugman (1893-1961) was a reporter for the Ohio newspaper, The Cleveland Plan Dealer, where he knew fellow reporter Alton F. Baker, Sr. After Baker bought the Eugene Guard, he offered Tugman the job of managing editor. The Eugene Guard became the Register Guard and Tugman served as managing editor, then editor, for almost twenty-eight years until 1954. He then moved to Reedsport to buy the Port Umpqua Courier.

Tugman is noted for taking a public stance against the 1932 Zorn-Macpherson bill that would have combined University of Oregon and Oregon State College together into one university, located in Corvallis. In 1984, part of Eugene's Amazon Park was renamed to honor Tugman. There is also a William M. Tugman State Park near the Oregon coast.

The collection contains correspondence, subject files, manuscripts, speeches, biographical information, and also business records of the Port Umpqua Courier.

Correspondence is separated into three sections: outgoing correspondence organized by date (1938-1959), incoming correspondence organized by date (1942-1961), and correspondence organized alphabetically by organizational title or last name.

Subject files are organized alphabetically and include topics such as smut, Schofield Flood Control Project, and Margaret Hanson Murder Case. Subject files also include correspondence. Correspondence files include Wayne Morse, Douglas McKay, State Parks Advisory council, and Congressional Representative Edwin Durno.

Manuscripts include "Mr. Fuddle", and other fragments with revisions.

There are also files that contain speeches, biographical information, and business records of the Port Umpqua Courier.
