The function of monitoring the financial soundness of local government entities in Montana has been assigned to several different agencies through the last decades. Initially the task belonged to the Montana State Examiner. Later the Local Government Services Division of the Department of Community Affairs assumed the function. In the 1970s the Department of Community Affairs was abolished and the Department of Commerce created. The Department's Local Government Services Division reviews annual reports, budgets, and audit reports submitted by all local governments. This includes counties, cities, towns, fire department relief associations, rural fire districts, irrigation districts, and school districts. As of 2024, the Local Government Services Division, now Bureau, operates within the State Financial Services Division of the Department of Administration.

The records of the Montana Local Government Assistance Division include annual reports and audit reports submitted to the agency by local governments for examination and reconciliation. All the records are listed in the inventory for the fiscal years covered (i.e., FY 1971 represents the period July 1, 1970 thru June 30, 1971).

The annual reports (FY 1971-1985) are arranged in two alphabetical runs, one for cities/towns and one for counties. For some fiscal years, two county annual reports were submitted, one by the county clerk and one by the county treasurer. The audit reports are arranged alphabetically in several runs: cities/towns (primarily for FY 1967-1983; a few date FY 1984 and 1985); counties (primarily for FY 1967-1985); municipal fire department relief associations (primarily for FY 1967-1979); county rural fire districts (FY 1966-1980); and county school districts (primarily for FY 1968-1983). School district audit reports are arranged alphabetically by county and then by school district number. These audit reports include statements for school district extra-curricular funds.

Processing Note

In 2024, the various collections of the Montana Department of Administration were integrated under one collection identifier, RS 493, in order to help facilitate access, reduce redundancy in the MTHS catalog, and to follow best archival practices.

Collections from Montana Department of Administration's various Divisions and Bureaus that were previously treated as separate entities are now integrated into this collection, RS 493. Rather than reprocessing over 100 linear feet of Administration materials, MTHS staff decided to keep the past arrangement of those collections/finding aids, and provide access to them via links in the primary finding aid. This decision has allowed the MTHS archival staff to maintain intellectual control over the collection, while removing the need to reprocess it. It also keeps State Agency finding aids at manageable sizes. Please read the Content Note above carefully to confirm if these are the records you wish to view.
