Justus Steinberger (1825-1870) was an Army officer. He was in command of the District of Oregon in 1862. In 1853 he purchased the express business of Newell & Co., and formed the Oregon Express, associated with Adams & Co.

The collection consists of letters and financial documents. The letters are from Rufus Ingalls, George Wright, Benjamin F. Harding, and John C. Ainsworth. Most of the correspondence concerns military matters in Oregon and Washington, 1862-1865, with political and personal overtones. The documents, most of them dated 1853, concern Steinberger's business relations with the Adams Express Co. In 1853 Steinberger purchased the express business of Newell & Company, and formed the Oregon Express, associated with Adams & Company.
