Victor George Atiyeh (1923-) served as Oregon’s 32nd governor from 1979-1987.
Atiyeh was born Alfred George Atiyeh February 20, 1923 in Portland, OR, to two Syrian immigrants, George and Linda Asly Atiyeh. His parents never used the name Alfred, and he was christened Victor George Atiyeh. He has two older brothers, twins Edward and Richard.
After graduating from Portland’s Washington High School, where he was a standout football player and president of his senior class, Atiyeh attended the University of Oregon as a pre-law major from 1941-1943. A member of the Epsilon Omicron chapter of Phi Gamma Delta, he continued to be involved with the fraternity throughout his life. He was a guard on the University of Oregon football team, and was scouted by several NFL teams and offered a position with the Green Bay Packers. After his father’s 1943 death, however, with both of his brothers still involved in WWII, Atiyeh left school to assume the presidency of Atiyeh Bros. Carpets, the family business that his father and uncle founded in 1900. He held that position until 1979, when he resigned after winning the governorship. In 1944 he married Dolores Hewett, with whom he attended high school and college. They have two children, Tom and Suzanne.
Atiyeh served three terms in the Oregon House of Representatives (1959-1964). He then served four terms in the Oregon State Senate (1965-1978), serving as Minority Leader from 1971-1978. With almost 20 years in the legislature, Atiyeh had a longer state legislative career than any other Oregon governor.
He first ran for governor in 1974, with the slogan "Oregon's Next Great Governor," but was defeated in the general election by Democrat Robert (Bob) Straub in Atiyeh’s only electoral defeat. In 1978 Atiyeh, running with the slogan “It’s Time for Atiyeh,” defeated incumbent Straub to become the first Arab-American governor in the United States. As governor, Atiyeh’s agenda included tax reform, increasing government efficiency, workers’ compensation, economic diversification, international economic development initiatives, responsible land-use, environmental conservation, and the establishment of Oregon Food Share, the nation’s first statewide food bank. Faced with an economic downturn and a state budget deficit, Atiyeh's cost-cutting measures included cutting his own salary--three times. As governor, Atiyeh appointed Oregon’s first female chief of staff, Geraldine (Gerry) Thompson, as well as Oregon’s first female Supreme Court justice, Betty Roberts.
Active in the Republican party, Atiyeh chaired the Republican Governors’ Association as well as the Western Governors’ Association. He served as a National Republican Convention delegate in 1968, 1972, 1976, and 1984.
After leaving office in 1987, Atiyeh founded Victor Atiyeh & Company, an international consulting and trade firm of which he is the president. On retainer for firms such as Fujitsu America and Seiko Epson, he continued to travel widely and contribute to Oregon’s economic development activities and to national foreign policy concerns under the George H.W. Bush administration. He served as president of the Japan-America Society of Oregon and as an Executive Committee member of the American Task Force for Lebanon.
A Boy Scout leader since the age of 21, Atiyeh served in several positions in that organization, including Council President. Atiyeh served on the boards of Equitable Savings & Loan, Cedars Bank, Key Knife, Greenbrier Companies, Inc., the Confederated Tribes of Warm Springs Museum, the National Association of Arab-Americans, and the Oregon Wildlife Heritage Foundation, among other organizations. He also served as Chairman of the Board of Atiyeh International, Ltd., his son Tom’s carpet company. Atiyeh is a former Pacific University trustee and served on the University of Oregon’s President’s Committee. An avid collector of guns, historical documents, and materials regarding the 1905 Lewis and Clark Exposition in Portland, Atiyeh has been a member of the Oregon Historical Society and the Washington County Historical Society. He was appointed by President Reagan to the Advisory Council on Historic Preservation in 1984. A lifetime member of the National Rifle Association (NRA), he helped found the NRA-affiliated Oregon Arms Collectors group. Atiyeh continues to be active in civic and community organizations.

The Victor Atiyeh Papers contain materials from his business, political, and personal activities, dating from 1923-2012, as well as collected materials and family papers predating the primary body of the collection. The bulk of the materials pertain to his campaigns for and his service in political office, particularly his two terms as Governor of Oregon, 1979-1987, and to the international consulting business he established after leaving office in 1987. Collection materials include appointment books, audiocassettes, awards, budgets, campaign materials, certificates, correspondence, directories, memoranda, memorabilia, notes, photographs, poll results, posters, press clippings, publications, receipts, reports, schedules, scrapbooks, speeches, and video tapes.
Beyond offering insight into the life and career of Atiyeh and into Oregon politics from the 1960s-1980s, the collection contains significant materials regarding issues and organizations such as the Republican Party; Oregon tax policy; Japanese-Oregon international and trade relations; Rajneeshpuram; the Confederated Tribes of the Warm Springs Reservation;

Arrangement
The Victor Atiyeh Papers have been arranged into three subject-based series: Professional Papers, Campaign and Election Papers, and Personal Papers.
Series 1, Professional Papers, contains records relating to Atiyeh's business and political activities, and is divided into subseries by business or office, and arranged roughly in chronological order: Atiyeh Bros., Inc.; State Representative; State Senator; Governor; Victor Atiyeh & Company; and Post-gubernatorial Political Activities. Within the larger subseries, papers are further arranged into sub-subseries by format (such as, in the case of the Governor subseries: Art, Audiovisual, Correspondence, Memorabilia, Photographs, Press Clippings, Schedules, Scrapbooks, and Subject Files). This arrangement is not mutually exclusive; materials of all non-audiovisual format types are found within subject files. Folders are arranged alphabetically within each subseries or sub-subseries.
Series 2, Campaign and Election Papers, is divided into two subseries: Atiyeh Campaign Files and Collected Campaign Materials. Folders with Atiyeh’s campaign materials are arranged chronologically by campaign, and alphabetically within each campaign. Collected Materials are arranged by candidate, where a bulk of materials is present, and by format for the remainder. Other collected campaign materials are also present within Republican National Convention materials in the Professional Papers series.
Series 3, Personal Papers, consists of materials regarding Atiyeh’s personal life, particularly his family. It has been divided into five format-based subseries: Art, Correspondence, Photographs, Schedules, and Subject Files. Folders within each subseries are arranged alphabetically or, in the case of the Schedules subseries, chronologically.
Where quotation marks are found in a folder title, the portion in quotations reflects either a published title or an original file name assigned by Atiyeh. Many of Atiyeh’s files were originally kept in binders; where papers have been removed from the original binders for preservation reasons, a note has been made at the file level. Because material is still being added to this collection, only basic information about box locations has been added to this guide; we foresee that as more material is added, box locations will be updated and refined.

Acquisition Information
The bulk of the Victor Atiyeh Papers were donated by Gov. Atiyeh to the Pacific University Archives in a series of 16 accessions received from 2011 through 2012. A copy of Atiyeh’s oral history was donated by the Oregon Historical Society in 2012, and two accessions of materials (primarily slides and video) relating to Atiyeh’s gubernatorial career were donated by his former press secretary, Denny Miles, in 2012.
Separated Materials
Some published materials donated by Denny Miles have been separated from the Victor Atiyeh Collection to the Pacific University Library's circulating and special collections: - "The Oregon Constitution and Proceedings and Debates of the Constitutional Convention of 1857" (1926) - 5 volumes of The Book of the States, 1986-1987 edition -"The Book of the States, 1980-1981" -"The Book of the States, 1978-1979" -"The Book of the States, 1982-1983" -"The Book of the States, 1984-1985" -"The Book of the States, 1986-1987" A book donated by Victor Atiyeh, "We Cherish National Flags: Traveling the World Visa-free: Brief Introduction to all National Flags" (2012), a bilingual Chinese-English publication, has also been separated to the Library collections.
Several pieces of art collected and donated by Atiyeh have been separated to the University's art collection. An 1855 map of the Oregon Territory, west of the Cascade Mountains, and a 1799 map of the Americas by Abbe Gaultier (with accompanying information) are held separately in the Archives.

Initial arrangement was conducted in 2012 by Katrina Windon. Later accessions have not yet been processed or incorporated into the collection arrangement; they are listed in chronological order at the end of the finding aid.

Professional Papers, 1918-2012Return to Top
Atiyeh's professional papers encompass both his business and political activities, from his involvement with Atiyeh Bros., Inc., the family business, through his terms in the Oregon State Legislature, the State Senate, and the governorship, his subsequent international consulting business, and his continued involvement in Oregon and international political issues.
The bulk of the materials in this series relate to his time as governor, with a particular emphasis on his international trade missions; similar trips he carried out as part of his private consulting business are also well represented. The papers relating to Atiyeh Bros. are primarily promotional in nature, rather than business documents, with the exception to this being some early receipts that predate Atiyeh's involvement with the company. Though Atiyeh’s legislative career is less well-documented than his gubernatorial career, the records, from correspondence to press clippings, offer evidence of the respect Atiyeh garnered across party lines, Atiyeh’s growing involvement with the Republican party at the national level, and Atiyeh’s early involvement with tax policy.
One particularly comprehensive source regarding Atiyeh’s gubernatorial administration is the set of binders created by and for gubernatorial staff; the "Everything You Wanted to Know But Were Afraid to Ask Book" and the "Son of the 'Everything' Book" cover everything from staff contact information to biographical notes on the governor and first lady. The governor’s schedules and appointment books offer an overview of his daily activities. Other materials of note in the Governor subseries include documentation regarding Mount Saint Helens (particularly its 1980 eruption), the Rajneesh situation, budget and tax issues, and energy issues. Another resource of note is the compilation of administration success stories staff members gathered to help Atiyeh prepare his farewell address; they provide accounts of how the administration helped individual Oregonians as well as the state as a whole.

Atiyeh Bros., Inc. is an Oriental rug and carpet company founded by George (Victor Atiyeh's father) and Aziz Atiyeh in 1900. After leaving college, Victor Atiyeh took over the company, becoming its president soon after.

Biographical/Historical note
Atiyeh served as the senator for the ninth district from 1965 until his resignation, in 1978, after winning the gubernatorial election. His committee work included service on the Planning & Development, Education, Labor & Industries, Taxation, and Interim Public Health committees, among others. He was declared an Outstanding Freshman Senator by the Legislature in 1965, and served as Minority Leader from 1971-1978.

Biographical/Historical note
Atiyeh served as Oregon’s 32nd governor from 1979-1987. His tenure came at a time in which Oregon, and the nation, was undergoing severe budget and energy crises, and budgetary measures dominated his legislative agenda, as well as required him to call several special sessions. Other priorities of his administration included conservation issues, particularly regarding the Columbia River Gorge; the establishment of Oregon Food Share; economic diversification; and international economic development, particularly with Asian companies.

Clippings scrapbooks
24 oversize newspaper clippings scrapbooks that were compiled by Gov. Atiyeh's staff. The clippings pertain to Governor Atiyeh's activities from 1979 to 1986. Each scrapbook is arranged by subject and contains a table of contents. Denny Miles, Governor Atiyeh's press secretary, reported that the clippings were supplied to the governor via the "Allen's Press Clipping Bureau" from newspapers around the country. The governor's office paid for them on a per-clipping basis; each one came with a tag noting its origin. The press secretary's assistants would select representative clippings and then arrange them into thematically into the clipping albums. (See oversized volumes)

The Campaign and Election Papers series is divided into two subseries, Atiyeh Campaign Files and Collected Campaign Materials. Most of the records fall within the first subseries, and illustrate Atiyeh’s campaign efforts, with his winning 1978 campaign for governor being particularly well documented. The bulk of the materials are campaign promotional materials, press clippings, and correspondence. Offering particular insight into campaign logistics are Republican State Central Committee campaigning advice, found in the State Representative, 1958- "Election- 1958" folder, as well as a 1974 manual for county chairmen, a 1978 manual for campaign volunteers, and a 1982 Marketing Action Plan.
Collected Campaign materials, solely comprised of promotional campaign materials, consists primarily of pins promoting Republican candidates.

The Personal Papers series primarily consists of documents relating to Atiyeh’s family, awards and honors won, his involvement with the Boy Scouts of America, and his involvement with his college fraternity, Epsilon Omicron. Letters Atiyeh wrote to his parents while he was attending the University of Oregon offer a detailed and candid insight into his life before entering office. The oral history conducted by the Oregon Historical Society (OHS) offers Atiyeh’s own account of his life, with particular focus on his terms as governor. Plaques and award certificates, as well as supporting documentation, reflect the respect Atiyeh garnered in both his political and personal endeavors; some he personally gave great weight to include the State Capitol Press Corps’ recognition of his administration’s openness, a recognition from the National Conference of Christians & Jews honoring Atiyeh's work to combat discrimination, and the Japanese Order of the Sacred Treasure.

In a garment bag. A description of the jacket's origin has been written in ink on the reverse of one of the jacket's flaps. The Governor spoke with the tribe and received permission for this item to be given to Pacific and displayed. Stored on hanger in oversized storage.

Compiled by Linda Atiyeh Anderson, 2012. Self-published book of family photographs and history by the Governor's niece. Includes scans of family photographs from the 1880s through the 2010s and important family documents such as immigration forms, letters and telegrams; and anecdotes from the family's history. Most of the original material came from the collection of the compiler's father, Edward Atiyeh.

"Governor Victor Atiyeh Speeches." Two volumes.
Hand-corrected typescripts of Atiyeh's speeches with several pages of notes. Included is a note of explanation from Atiyeh that he selected these "important ones" and that the copies in the volumes are his speeches "as delivered" and were "actually used at the events noted."
