Orson Winso Israelsen was born on 25 December 1887 in Hyrum, Utah. He received his Bachelor of Science degree from Utah State Agricultural College (1912), his Master of Science degree from the University of California (1914), and his Ph.D., also from the University of California (1925). He worked as a professor, consulting engineer, and collaborator in California and Utah focusing on water irrigation. He was the author and co-author of numerous publications concerning water and irrigation practices.
