Biographical NoteReturn to Top
After serving as King County Prosecuting Attorney until 1978, Bayley returned to private practice in Seattle and in 1982 became Senior Vice President for Law and Corporate Affairs at Burlington Northern Railroad. In 1985 he became President and CEO of its real estate subsidiary, Glacier Park Company. A 1991 corporate decision of Burlington Resources to liquidate all assets of Glacier Park Company thrust Bayley into proposals for sales of the firm's properties not used for railroad operations. This divestiture was concluded in 1992, and Bayley then became involved in other investment and consulting ventures.
Bayley supported various attorneys for judicial appointments and worked actively for Republican candidates Rick White (for Congress, 1994), Dale Foreman (for Governor, 1996), and John Carlson (for Governor, 2000) as well as for others.
In 1998 he entered the primary race for U.S. Senate, planning to defeat state legislator Linda Smith and, subsequently, incumbent Patty Murray. Smith rallied her volunteers and other supporters and defeated Bayley in the primary election.

Correspondence, minutes,speeches, financial records, committee and subject files, campaign files, position statements, publicity, photocopied and original clippings, audio and video tapes, film, photographs, ephemera.
The papers include files from Bayley's terms as King County Prosecutor, ca. 1970-1978, including 1970, 1974 and 1975 campaign files culminating in Bayley's decision not to run for Attorney General. Many of these files involve the issue of reform in criminal sentencing and punishment versus rehabilitation. There are related records from Bayley's 1998 race for the Republican position in the primary election for U.S. Senate, correspondence and other papers related to campaigns of others (mainly judicial and gubernatorial), esp. the campaign of Dale Foreman for Governor, 1996.
In addition, the collection contains correspondence and files from Bayley's presidency of Glacier Park Company, a subsidiary of Burlington Resources, Inc. The Glacier Park Co. subgroup includes historical background and files concerning real estate projects and proposals, including a 1988 Seattle one affecting the Burke-Gilman Trail.
Also included is local and national information of the Ripon Society, an organization of young Republicans to which Bayley belonged, and background files for a report on state government problems written by Bayley and Hall Research Associates, 1963.
