An organization that coordinated Initiative 61, the proposed Washington State Returnable Beverage Container Act. The Initiative 61 ("Bottle Bill") project spanned three years from 1977 to 1979. When lobbying the legislature was unsuccessful in getting a bill enacted, CRBC collected signatures for an initiative and succeeded in bringing the measure before the voters in the November 1979 election. It was narrowly defeated. Steve Zemke of Seattle was the campaign director of the Initiative 61 effort.
