The collection contains photographs taken by A.F. Harms for the Soil Conservation Service in the Skagit and Snohomish Soil Conservation Districts in Washington State. Photos depict irrigation implementation, ditch construction, tidewater drainage management, agricultural activities, and logging activities. The collection contains three files arranged by subject, and within those files the photographs are arranged in chronological/numerical order. Many photographs also have brief descriptions on their reverse sides.
