Norma Hotaling (July 21, 1951 - December 16, 2008) was a women's rights and anti-sex trafficking activist. In 1992, she founded SAGE (Standing Against Global Exploitation), a non-profit rehabilitation program and advocacy organization located in San Francisco, California. SAGE suspended operations in 2014.

The Norma Hotaling papers are composed of organizational records for SAGE, photographs, biographical material, awards and artifacts, and publications.

The SAGE organizational records series documents the professional activities of SAGE and its Executive Director Norma Hotaling between 1992-2014. The materials include public awareness campaigns, subject files on human trafficking and sexual exploitation, outreach and event material, clippings of articles co-authored by Hotaling, grant reports, posters, and instructional material for presentations and workshops. The organizational records also include audiovisual material including: oral history and TV interviews, training presentations, staff meeting audio recordings, and video recordings on sexual exploitation and human trafficking. Also included are digital files from staff computers that are unprocessed and unavailable.

The photographs series is primarily composed of photographic prints and snapshots depicting Norma Hotaling's personal life and professional work with SAGE. Materials also include color slides, negatives, a photo album, and correspondence for a scanning project. Subjects include portraits of Hotaling, travel, honors and awards, transformational photos and mugshots, SAGE office staff and travel, and pets.

The awards and artifacts series is primarily composed of certificates and plaques awarded to Norma Hotaling and SAGE in recognition of their community activism and programs between 1992-2012. Notable awards in this series include the "Innovations in American Government Award" from the John F. Kennedy School of Government at Harvard University (1998), the "Peter F. Drucker Award for Non-Profit Innovation" from the Ford Foundation (2000), and the "Use Your Life Award" from Oprah's Angel Network (2001). It also includes other artifacts related to Hotaling's professional work with SAGE.

The publications series is comprised of published fictional and academic books on sex work, prostitution, and related subjects. It also includes a 2010 occupational health handbook for the St. James Infirmary Clinic. Many of the books contain inscriptions or notes and some include references to SAGE.
