John Babcock, according to David Starr Jordan, was first to investigate the life history of Pacific salmon and Pacific halibut. He served as the deputy director, California Fish Commission, 1890-1901; Commissioner of Provincial Fisheries, B.C., 1901-1910, 1912-1933; director, California Fish and Game Commission, 1910-1911; and the chairman, of the International Fisheries Commission.
