Forum of federal, state and provincial government agencies of the U.S. and Canada concerned with development in the North Pacific Ocean. In its projects, such as preliminary steps in developing the Cobb Seamount Station and in ocean weather forecasting, it encouraged balanced development of coastal and ocean resources and thus the values of "consultive regionalism." It seems to have ended in 1984.
