Richard Emil Rutz is an environmental activist and author who was involved in a number of environmental campaigns throughout the Pacific Northwest.

Papers consist of correspondence, ephemera, legal records, reports and studies, news clippings, newsletters, applications, agreements, environmental impact statements, feasibility analyses, photographs, maps, sketches, bound congressional hearings, and publications relating to environmental projects with which Richard Rutz was involved.

Scope and Content: Hydroelectric power applications, settlement agreements, legal documents, environmental impact statements, feasibility analyses, draft reports, photographs, maps, sketches, bound Congressional Hearings, publications, and clippings.
Subjects are: the Elwha River Restoration Implementation effort, Seattle City Light's relicensing application to operate the Skagit River Hydroelectric Dam, and efforts to pass the Washington Wilderness Act. The papers also contain materials relating to the development of the book "Washington Wilderness."
