Biographical NoteReturn to Top

Commercial fisheries executive, Seattle. Born in 1905 in Seattle, Lokken was manager of the Fishing Vessel Owners Association in Seattle from 1924 to 1976. From the 1930s through the 1980s, Lokken served on numerous national, and international bodies, including the Pacific Fisheries Conference (U.S., Canada and Japan). During his tenure as manager of the Fishing Vessel Owners Association, Lokken was also deeply involved in the cooperative Pacific Halibut Curtailment Program (U.S. and Canada) that operated from 1932-44 and 1956-77.

Correspondence, writings, minutes, reports, regulations and a small number of photographs. Correspondence includes a day-by-day account of the 1951 Tripartite FisheriesConference in Tokyo, Japan and a series of Christmas cards sent by Warren G. Magnuson. Writings include Lokken's retrospective on the Pacific Halibut Curtailment Program, which is accompanied by a collection of the program's regulations from 1936-43 and 1957-76. Also included are writings and correspondence regarding fishery jurisdiction issues. Span dates for this accession are 1920s to 2000 (bulk late 1940s to mid 1950s.)
