Biographical NoteReturn to Top

Kimball represented the U.S. public interest community as a member of the U.S. delegation to the Antarctic treaty negotiations held from 1981-1990. The treaty, Convention on the Regulation of Antarctic Mineral Resource Activities, was concluded in 1988 among the parties to the Antarctic Convention of 1959. Subsequently, two parties supported a ban on minerals development and a new treaty on environmental protection. These concerns were incorporated in a protocol to the 1959 Antarctic Treaty which has closed the Antarctic region to oil and gas exploration for at least 50 years. Ms. Kimball directed the Antarctica Program of the World Resources Institute in 1989-1990 and previously had a similar role at the International Institute for Environment and Development, which merged with the World Resources Institute in 1987.
