The Concerned Citizens for a Quality Environment (CCQE) was organized in the fall of 1973 in Missoula County, Montana. The organization was in direct response to the announcement by the Hoerner-Waldorf Corporation of their planned expansion of their kraft pulp mill. After numerous attempts to stop the expansion through letters to the editor to writing to Senator Mike Mansfield, the expansion went ahead. The CCQE then tried to curb Hoerner-Waldorf by accusing revenue bond fraud, of which Hoerner-Waldorf was not convicted. In 1977 Hoerner-Waldorf became a division of Champion International Inc., and in December 1979 the company was fully incorporated into Champion.

The collection contains general correspondence written by CCQE chairman Gail L. Owen, from 1972-1976. It also consists of research materials that Owen used in his search to find an expert to support the CCQE claims. Speeches and writings, including a manuscript, Ecomania: Adventures on the High Seas of Environmentalism or How I Harpooned a Giant Corporation and Got Drowned in the Process, written by Owen but apparently never published, are also in the series.

Collection materials remained in the possession of Gail L. Owen, chairman of CCQE, until the time of donation to the K. Ross Toole Archives.

The actions of the original processor are unknown. In 1998 the collection was divided into three separate series and re-described.

Series I: General Correspondence , 1971-1976Return to Top
This series includes letters relating to Hoerner-Waldorf, ranging from topics about the pulp mill expansion to the alleged revenue bond fraud. Correspondence with the Internal Revenue Service and experts in the field of air pollution dominate the letters. The series also contains a folder with general correspondence that deals with a variety of topics within the CCQE organization. The series also contains information about the CCQE and the collapse of the organization. The information states how the CCQE helped the environment while the organization was operating. A State of Montana House Bill (HB595) is included in the series. The bill was not supported by the CCQE because of the possible damaging effects of continued air pollution to the Missoula Valley.

The series consists of research done by various people, including Gail Owen, concerning the effects of sulphur on the environment. The research is in the form of notes, statistics, newspaper and journal articles, and correspondence. The main reason for that research being done was to have evidence against the Hoerner-Waldorf Corporation. The topics that were researched included a health study, Hoerner-Waldorf capacities, particulates, sub-microns, water, and wood products emissions.

The series contains the testimony that Gail Owen gave to the Department of Health and Environmental Sciences on August 5, 1975. Also included is a manuscript written by Owen in 1974 titled Ecomania: Adventures on the High Seas of Environmentalism or How I Harpooned a Giant Corporation and Got Drowned in the Process. Two other topics are included in the series: environmental studies lectures, and pollution control/lowering liquid sulfidity at Hoerner-Waldorf.
