While working for the Hanford Education Action League (1988-1993) and the Hanford Health Information Network (1993-1997), James P. Thomas served as a member of the Hanford Thyroid Disease Study (HTDS) Advisory Committee to the Centers for Disease Control and Prevention (1991-1997). Throughout this time, he also closely followed the Hanford Environmental Dose Reconstruction Project (HEDR).

Thomas also assisted in the development of the Individual Dose Assessment (IDA) project (1996-1997) and served on the Northwest Citizens Forum on Defense Wastes (1986-1987). He also served as a member of Scientific Committee 92 (Public Policy and Risk Communication) for the National Council on Radiation Protection and Measurements (NCRP) from 1998 to 2003. In 1984, he was a founding member of the Hanford Education Action League and served on its Board of Directors (1985-1988). Thomas also worked as a paralegal for Short Cressman & Burgess PLLC, working on Hanford Nuclear Reservation litigation that involved over 2,000 people exposed to Hanford's environmental releases of radioactive materials. He was responsible for the historical document discovery in the lawsuit against former Hanford contractors including DuPont and General Electric. He also helped to coordinate the scientific experts for the plaintiffs.
