Biographical NoteReturn to Top

As a city planner for Seattle, Washington, Horwood served in the following departments or committees: the Seattle Community Development Department projects; Neighborhood Development Program; Coastal Zone Management Project; Interstate 90 (1964-1973); Pike Place Market; Seattle Model City Program (1967-1971); and the Seattle Shoreline Master Program (1971-1977). She was project director for the Coastal Zone Management project which was intended to coordinate and align the Seattle Shoreline Master Program with existing zoning under the Seattle Zoning Ordinance, and to insure the compatibility of the two. Horwoods work also involved her with the Seattle Law Department, and the Washington Department of Highways.

Scope and Content: Correspondence, reports, ephemera, legal documents, notes, maps.

Accession includes Mrs. Horwood's personal files together with supporting published material in her work for the Seattle Community Development Department regarding the design and impact of Interstate 90 through Seattle. Model Cities material in Mrs. Horwood's possession is also part of the accession.

Scope and Content: Historical features, correspondence, reports, drafts, other related files.

This accessions includes papers from her work in the Department of Community Development, especially on the Seattle Shoreline Master Program, 1971-1977. Following passage of the Shoreline Management Act in 1971, the City of Seattle instituted a Master Program for its 78.5 miles of shoreline. A series of drafts of the program were produced; copies of the drafts are included in the accession together with correspondence and transcripts of hearings. Historical features will be found at beginning of Box 1. Also in this accession are files of a Coastal Zone Management project which the Department of Community Development's Environmental Management Division prepared under Washington State Department of Ecology contract No. 305-5B.
