The Immigrant and Refugee Community Organization (IRCO) Asian Family Center (AFC) Records document programs, activities, and events sponsored by the AFC and its partnership with a multitude of organizations in the Portland-Metro area as well as Multnomah and Washington Counties. The collection includes the AFC's administrative records and documentation of the organization's community outreach and engagement activities. Other materials reflect the AFC's education, health, youth and families, and elder services. Also included are seven photo albums and a scrapbook reflecting a variety of events and community members.

Established in 1994, the IRCO Asian Family Center was the very first culturally and linguistically specific one-stop community center focused on the diverse needs of Asians and Pacific Islanders in the Portland area. Guided by an advisory board and multilingual multicultural staff, the AFC ensures that its services reflect its local API cultures. The AFC's mission is to provide and promote culturally relevant services to API families and to contribute rich cultural values and unique experiences that enhance the overall quality of community life.

IRCO supports immigrants, refugees and mainstream community members to become self-sufficient. The organization strives in its programming, outreach, and education to foster understanding, compassion and communication between Oregon's established communities and newest arrivals.

The Asian Family Center (AFC) Records consists of administrative records, as well as records pertaining to the AFC’s community outreach and engagement activities, education initiatives, community health programs and research, various youth and family programs and services, and services for community elders. The AFC serves Asian and Pacific Islander communities predominantly in the Portland-Metro area and Multnomah and Washington Counties.

Various AFC programs, services, and initiatives are represented in the collection. Examples of the AFC’s community outreach and engagement activities are Asian Cultural Night, the Asian Pacific American Network of Oregon (APANO), and Emergency Preparedness and Communications Profiles. Featured education initiatives include the Caring Community Project and SUN (Schools Uniting Neighborhoods) Schools. Health programs and research include health development plans and research on API communities’ health needs and issues, as well as documentation on partnerships with local health organizations. Youth and family programs and services represented include the Asian Youth Leadership Club, the Asian Youth Enrichment Program, Level 7 and Youth Investment, and the Youth Opportunity Program. Lastly, examples of services for community elders include the Washington County Aging and Veteran Services Strategic Planning Committee, as well as the Asian Pacific American Senior Coalition and Southeast Asian Elders Outreach programs.

Types of documents in the collection include grant applications, project files, correspondence, schedules, newspaper clippings, meeting agendas and minutes, contact lists, reports, correspondence, budgets, program descriptions, policies, requests for proposals, informational pamphlets, and partnership agreements. The AFC Records also contain seven photo albums and one scrapbook reflecting a variety of events and community members.

This collection is a component of the Oregon Multicultural Archives (OMA). A related collection is the Asian Family Center Oral History Collection (OH 30) which includes interviews with AFC staff members. Also, the Office of Multicultural Affairs (RG 225) contains materials pertaining to a number of Oregon Asian community organizations.

Series 1 consists of administrative records generated by the Asian Family Center. Documents include advisory board guidelines, meeting minutes, and retreats, as well as an AFC handbook, reports, budgets, fact sheets, and strategic planning materials. Series 2 consists of records pertaining to the Asian Family Center's community outreach and engagement activities with Asian and Pacific Islander (API) communities. The materials feature the AFC’s planning documents for community events such as the Asian Cultural Night; records depicting the work of the Asian Pacific American Network of Oregon (APANO); and Emergency Preparedness and Communications Profiles for the Portland area’s API communities. Also included are materials documenting various community projects and initiatives such as the Coalition of Communities of Color, an alliance of culturally-specific community based organizations to support color through policy analysis and advocacy, culturally-appropriate data and research, and leadership development, as well as Engage, a project to encourage civic engagement among immigrant and refugee populations. Series 3 focuses on the Asian Family Center’s education initiatives. Projects, partnerships, and programs represented include the Caring Community Project, information on the partnerships between the AFC and the public education system in Portland and broader Multnomah County area, and documents pertaining to SUN (Schools Uniting Neighborhoods) Schools, that help students and communities succeed through after-school programs focusing on academics, recreation, and cultural enrichment. Series 4 contains materials related to the Asian Family Center’s community health programs and research. Materials include an AFC health development plan, research on API communities’ health needs, menus of culturally specific foods, a study on health standards and standards of practice for interpreters, and a community health education program. Also included are materials pertaining to specific health issues within API communities including breast and cervical cancer, HIV / AIDS, and tobacco/smoking. The series also contains documents related to AFC partners such as the Multnomah County Health Department, the National Association of County and City Health Officials, and the SAMHSA (Substance Abuse and Mental Health Services Administration) Children’s Mental Health and Youth Services. Series 5 materials feature various Asian Family Center youth and family programs and services. The programs include the Asian Youth Leadership Club, a club for young adults to learn leadership development, family enhancement, and violence prevention; the Asian Youth Enrichment Program, an after-school program which provides a year-round support system to high-risk Asian middle school students in Washington County; and the Girl’s Initiative Network, a project to engage communities in creating a web of support for girls. Other programs include the Level 7 and Youth Investment, the Youth Opportunity Program, and the Youth Trust Fund Program. The materials pertaining to the Asian Family Center’s youth and family services consist of topics such as gang prevention, parent child development, and general family services. Series 6 consists of documents pertaining to the Asian Family Center’s services for community elders. Series 7 includes seven Asian Family Center photo albums and one scrapbook. Four of the albums are of the 1995 AFC grand opening. The other three reflect a variety of events and community members. The scrapbook includes a few photos, but is mostly made up of news clippings and AFC brochures.
